Water Tank Replacement – Clarifications

A new water tank will be installed in Goldthorpe by Apollo. We asked Camden Council to provide us some clarifications. Please see below:


On 24-02-2011 at 09:41am a resident sent the following e-mail to Emma Adjei regarding the water tank replacement:


Dear Ms Adjei,

Thank you for your letter regarding the notice of intention to undertake repair works to the water tank in Goldthorpe.

First of all, I would like to receive more information about the works such as:

1) When did Camden Council found out that the condition of the water tank is poor?

2) When the decision for the repair was taken?

3) Who (names and job titles) took that decision?

4) Can I have all the technical specifications of the water tank as well as the different components that will be used for the job?

5) Could you please provide information about the warranty of the water tank?

6) Who will maintain it?

7) Where will you install this water tank?

8) Who are the contractors? For instance Apollo group will do the work but is Lakehouse the main contractor? I want information about the whole chain of the contractors as well as the approx or exact amount of money that each will charge the Camden Council for doing this repair.

9) How long will it take for the installation?

10) Will be any cuts to the water supply? Will that be only the cold water? How long will those cuts last?

11) How much will the council tenants will contribute to those repairs? If not, why?

12) Why Camden Council decided to repair everything during the last 6 months?

I totally understand the importance of the works but Camden Council has to understand that residents and especially the leaseholders are NOT millionaires.

At the moment I have received the estimated bill for the Heating Works, approx £7,000, which I will start to pay next week. Shortly I will receive the bill (approx £450) for the IRS system that you have recently installed, the service charges (approx £2,500) as well as the Council Tax (£1,300).

Gas Repair works will also start soon in our estate.

How much shall I suppose to earn in order to pay for all those bills?

Thank you for your observation dated 24th February. I have now herd back from the project manager and can respond in full. I will answer in the order you raised your points:

1) When did Camden Council found out that the condition of the water tank is poor?
1. The London Borough of Camden found out that the condition of the tank was poor in January 2011.

2) When the decision for the repair was taken?
2. The decision to repair was taken on January 2011.

3) Who (names and job titles) took that decision?
3. The name of the person who took the decision for these works is Mr David Cattell whose job title is Water Services manager.

4) Can I have all the technical specifications of the water tank as well as the different components that will be used for the job?
4. The tank manufacturer is Balmoral – Please find attached the sectional list of components.

5) Could you please provide information about the warranty of the water tank?
5. The warranty will be for 12 months.

6) Who will maintain it?
6. The site will go onto the borough wide ‘Planed preventative maintenance programme (PPM)’ which will consist of 2 visits per annum, which include water quality checks.

7) Where will you install this water tank?
7. The water tank will be installed at the site of existing one.

8) Who are the contractors? For instance Apollo group will do the work but is Lakehouse the main contractor? I want information about the whole chain of the contractors as well as the approx or exact amount of money that each will charge the Camden Council for doing this repair.
8. The contractors are the partnering contractors Apollo services Ltd who will be subcontracting the works to Hertel Solutions. The works are estimated to cost £16632.02 plus Apollo’s’ contractors running cost of 7.5%.

9) How long will it take for the installation?
9. The installation should take one working week.

10) Will be any cuts to the water supply? Will that be only the cold water? How long will those cuts last?
10. There will be very minor disruptions to the cold water down service. Apollo will advise via a letter drop as to date and duration.

11) How much will the council tenants will contribute to those repairs? If not, why?
11. Council tenants pay for repairs through their rent.

12) Why Camden Council decided to repair everything during the last 6 months?
12. The London Borough of Camden carries out repairs and essential works as and when it is needed. It is unfortunate that in your case this has happen within a short period of time.
