External wall insulation to Conisborough and Ravenscar (2025)

Background

The need to decarbonise our existing buildings in order to achieve Net Zero targets is outlined throughout national and local planning policy. The proposal seeks to reduce greenhouse gas emissions in line with Paragraph 157 of the National Planning Policy Framework (2023), which states:

“The planning system should support the transition to a low carbon future in a changing climate, taking full account of flood risk and coastal change. It should help to: shape places in ways that contribute to radical reductions in greenhouse gas emissions, minimise vulnerability and improve resilience; encourage the reuse of existing resources, including the conversion of existing buildings; and support renewable and low carbon energy and associated infrastructure.”

The proposed development aligns with this through the conversion of existing buildings, as well as by following the “fabric first” approach to retrofit outlined in the London Councils’ ‘Retrofit London Housing Implementation Plan 2022/23’.

The proposal seeks to protect existing social housing, in line with Camden Local Plan policies H3 and H5, whilst also enhancing thermal performance and thus minimising greenhouse gas emissions, in line with Policy SI 2 of the London Plan.

Reasons

All buildings need to comply with the Energy Zero targets.
